<p dir="ltr">In its efforts to block U.S. offshore wind development, the Trump administration has <a href="https://www.canarymedia.com/articles/offshore-wind/bonkers-doi-letter-halts-all-five-in-progress-offshore-wind-farms">halted project construction</a>, <a href="https://www.canarymedia.com/articles/offshore-wind/trump-tax-credits-marwin-delaware">rolled back tax credits</a> and <a href="https://www.canarymedia.com/articles/offshore-wind/trump-interior-defunds-whale-research">spread misinformation</a>. Now, in the latest manoeuvre, the administration is paying a global energy giant nearly US$<span class="numbers">1</span> billion to walk away from its plans to install turbines off the east coast.</p>

<p dir="ltr">On Monday, the Interior Department <a href="https://www.doi.gov/pressreleases/interior-and-totalenergies-agree-end-offshore-wind-projects-lowering-costs-american" target="_blank" rel="noopener noreferrer">said it had struck a deal</a> with France’s TotalEnergies, which agreed to forfeit its leases for offshore wind areas near North Carolina and New York. In exchange, the Trump administration will ​<span class="pull-double">“</span>reimburse” the company dollar for dollar for the lease fees – and that money will be plowed into new fossil fuel projects.</p>

<p dir="ltr">But today, TotalEnergies <span class="caps">CEO</span> Patrick Pouyanné reversed course. ​<span class="pull-double">“</span>Considering that the development of offshore wind projects is not in the country’s interest, we have decided to renounce offshore wind development in the United States,” he said, adding that investing in U.S. oil and gas ​<span class="pull-double">“</span>is a more efficient use of capital.”</p>

<p dir="ltr">The company still has <a href="https://totalenergies.com/infographics/totalenergies-offshore-wind-power-portfolio-worldwide-end-2022" target="_blank" rel="noopener noreferrer">about <span class="numbers">seven</span> gigawatts</a> of offshore wind projects in development or production in Europe and Asia.</p>

<p dir="ltr">Under the new agreement, TotalEnergies will invest some of the $<span class="numbers">928</span> million in reimbursed funds to develop a liquefied natural gas export terminal along the Texas Gulf Coast. That project, called Rio Grande <span class="caps">LNG</span>, <a href="https://www.canarymedia.com/articles/liquefied-natural-gas/inside-the-fight-to-stop-lng-export-projects-in-south-texas">has faced yearslong opposition</a> from local community groups, tribal leaders and environmentalists who worry the massive development will destroy ecosystems and exacerbate the climate crisis.</p>

<p dir="ltr">Pouyanné said the Texas terminal and other new oil and gas projects ​<span class="pull-double">“</span>will contribute to supplying Europe with much-needed <span class="caps">LNG</span> from the U.S.” and also provide gas for the United States&#8217; growing crop of data centres.</p>

<p dir="ltr">The deal to defund new U.S. offshore wind farms is occurring against the backdrop of a swelling energy crisis, the direct result of the U.S. and Israeli strikes on Iran. Energy experts <a href="https://apnews.com/article/middle-east-wars-renewable-energy-asia-4b5fe0693ce5816472c905db85f7da6e" target="_blank" rel="noopener noreferrer">have argued</a> that the ongoing conflict and disruption to shipping in the Strait of Hormuz underscore the need to shift toward renewable-energy sources, which are less vulnerable to geopolitical shocks.</p>

<p dir="ltr">Previously, the Interior Department has targeted in-progress offshore wind farms by filing suspension orders, citing unspecified ​<span class="pull-double">“</span>national security” concerns. Developers of those projects were forced to pause construction last year, but work resumed in January and early February after federal judges <a href="https://www.canarymedia.com/articles/offshore-wind/sunrise-wind-can-proceed-ending-trumps-ban">ruled in the developers’ favour</a>.</p>

<p dir="ltr">Earlier this month, the <span class="numbers">704</span>-megawatt Revolution Wind near Rhode Island <a href="https://revolution-wind.com/news/2026/03/revolution-wind-begins-delivering-power-to-new-england" target="_blank" rel="noopener noreferrer">began delivering electricity</a> to New England’s electric grid. The <span class="caps"><span class="numbers">800</span>-megawatt</span> Vineyard Wind near Martha’s Vineyard, Massachusetts, also <a href="https://www.capecodtimes.com/story/news/environment/2026/03/16/vineyard-wind-1-turbine-blades-installed-marthas-vineyard-nantucket/89178746007/" target="_blank" rel="noopener noreferrer">installed the final blade</a> on its <span class="numbers">62</span>-turbine installation. Three other offshore wind farms remain under construction along the eastern coast – including Dominion Energy’s Coastal Virginia Offshore Wind, which <a href="https://www.13newsnow.com/article/news/local/virginia/cvow-offshore-wind-project-begins-delivering-power-virginia-grid-dominion-energy/291-c50fe5c8-66c5-4cbb-8b6c-43e9bea7e6b0" target="_blank" rel="noopener noreferrer">sent power</a> to the grid for the first time on Monday.</p>

<p dir="ltr">Already, Vineyard Wind and the completed South Fork Wind project near New York <a href="https://www.canarymedia.com/articles/offshore-wind/offshore-wind-showed-up-big-east-coast">have proved to be a crucial resource</a> for grid operators during a brutal cold stretch earlier this year. And utilities say the forthcoming projects will be key to meeting the rising electricity demand from data centres, factory expansions, and electrified cars and buildings.</p>

<p dir="ltr">Offshore wind advocates decried the Trump administration’s decision to pay TotalEnergies to abandon its ambitions.</p>

<p dir="ltr"><span class="dquo">“</span>After failing to shut down offshore wind through strong-arm tactics and litigation losses, the administration is now spending $<span class="numbers">1</span> billion in taxpayer dollars to force developers out of the market,” Sam Salustro, senior vice president of policy and market affairs for Oceantic Network, said in a statement. <span class="dquo" style="font-size: revert; letter-spacing: 0px; color: initial; font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;">“</span><span style="font-size: revert; letter-spacing: 0px; color: initial; font-family: -apple-system, BlinkMacSystemFont, 'Segoe UI', Roboto, Oxygen-Sans, Ubuntu, Cantarell, 'Helvetica Neue', sans-serif;">This political theater is meant to obscure the fact that offshore wind capacity is being pulled out of the pipeline when energy prices are skyrocketing, even as other offshore wind projects continue delivering reliable and affordable power to the grid.” </span></p>

<p dir="ltr">Lena Moffitt, executive director of Evergreen Action, noted that continuing to bolster the United States’ <span class="caps">LNG</span> exports <a href="https://www.canarymedia.com/articles/liquefied-natural-gas/us-exporting-huge-amount-gas-cost">threatens to raise costs</a> for consumers at home. ​<span class="pull-double">“</span>Working families will pay the price in their heating bills, their electricity bills, and at the pump,” she said in a statement.</p>

<p dir="ltr">Even before today’s deal with TotalEnergies, analysts didn’t expect the U.S. offshore wind sector to expand any further while Trump remains in office.</p>

<p dir="ltr"><span class="dquo">“</span>Major policy changes and signals under a future administration will be needed if any offshore wind projects are to come online by <span class="numbers">2035</span>, in our view,” Harrison Sholler, U.S. wind analyst for BloombergNEF, says in an email. ​<span class="pull-double">“</span>TotalEnergies handing back their leases doesn’t change that, although it slightly reduces the pipeline of projects that could come online if positive policy changes do occur.”</p>

<p dir="ltr">At the start of next year, companies that make and buy energy-intensive commodities like steel and aluminum will enter the era of <span class="caps">CBAM</span> – the Carbon Border Adjustment Mechanism.</p>

<p dir="ltr"><span class="caps">CBAM</span> is a <a href="https://taxation-customs.ec.europa.eu/carbon-border-adjustment-mechanism_en#cbam-transitional-phase-2023--2025" target="_blank" rel="noopener noreferrer">first-in-the-world policy</a> by the European Union that charges fees on imports based on how much planet-warming pollution was produced in their manufacturing. On January <span class="numbers">1</span>, <span class="numbers">2026</span>, the carbon tariff will officially take effect, raising costs for European businesses that source products from dirty facilities abroad.</p>

<p dir="ltr">The policy is part of <a href="https://commission.europa.eu/topics/climate-action/delivering-european-green-deal/fit-55-delivering-proposals_en" target="_blank" rel="noopener noreferrer">the <span class="caps">EU</span>’s broader effort</a> to drive the decarbonization of heavy industries in the <span class="numbers">27</span>-member bloc as well as globally. It’s already having a ripple effect, with other countries considering adopting their own carbon-pricing schemes and international firms investing in cleaner technologies to make their exports more enticing to Europe.</p>

<p dir="ltr">Here’s what to know as the landmark policy goes into effect.</p>

<h5><strong>How it started</strong></h5>
<p dir="ltr">In <span class="numbers">2005</span>, the <span class="caps">EU</span> launched the <a href="https://climate.ec.europa.eu/eu-action/carbon-markets/about-eu-ets_en" target="_blank" rel="noopener noreferrer">Emissions Trading System</a>, the first scheme in the world to limit greenhouse gas emissions from power plants and industrial facilities. The <span class="caps">ETS</span> caps the total amount of carbon pollution that each operator is allowed to spew. The companies can then buy allowances that give them the right to generate one metric ton of carbon dioxide equivalent. The idea is that making it costlier to pollute will incentivize businesses to clean up their operations.</p>

<p dir="ltr">Until now, however, the <span class="caps">ETS</span> has given what experts call a ​<span class="pull-double">“</span>free pass” to producers of certain trade-exposed commodities. Manufacturers argued that raising the costs of producing goods in Europe would make their industries less competitive on the global market. It could also push key customers, including European automakers, to import cheaper materials from countries without stringent climate policies – a phenomenon known as ​<span class="pull-double">“</span>carbon leakage.”</p>

<p dir="ltr">As the <span class="caps">EU</span> phases out these free passes, <span class="caps">CBAM</span> is designed to plug such a leak.</p>

<p dir="ltr"><span class="dquo">“</span>It doesn’t make sense that you basically ask your own producers to produce in a certain way, to be as clean as possible, or else ask them to pay a price, and then let others – competitors from outside Europe – bring in their products and then compete unfairly,” Mohammed Chahim, the European Parliament’s lead negotiator on the carbon border fee, <a href="https://kleinmanenergy.upenn.edu/commentary/podcast/carbon-tariffs-global-trade-inside-the-eus-cbam-plan/" target="_blank" rel="noopener noreferrer">said on the <em>Energy Policy Now</em> podcast</a> earlier this year.</p>

<h5><strong>How it works</strong></h5>
<p dir="ltr">The <span class="caps">EU</span> officially finalized <span class="caps">CBAM</span>’s rules in May <span class="numbers">2023</span>. Later that year, a ​<span class="pull-double">“</span>transitional phase” began for importers of goods from six carbon-intensive sectors: aluminum, cement, electricity, fertilizers, hydrogen, and iron and steel. Companies had to begin filing quarterly reports listing the direct and indirect carbon emissions of those products.</p>

<p dir="ltr">On December <span class="numbers">31</span>, that phase will end, kicking off the ​<span class="pull-double">“</span>definitive period.”</p>
</div>
<div class="">
<p dir="ltr">Starting next month, in addition to tracking emissions, importers will pay a fee on covered products like steel rods, metal wiring and ammonia. Initially, the fee will be a small percentage of the average quarterly price of carbon allowances under the <span class="caps">ETS</span> – though participants could pay less, or nothing at all, if the exporting country has a similar carbon-pricing scheme in place. Over eight years, the <span class="caps">CBAM</span> tariff will gradually increase to represent <span class="numbers">100</span>% of the weekly average allowance price.</p>

<p dir="ltr">At the same time, the <span class="caps">EU</span> will wind down the special treatment it’s given to trade-exposed industries under the regional cap-and-trade scheme, requiring European manufacturers to gradually pay more for their facilities’ emissions.</p>

<p dir="ltr">The free allowances were ​<span class="pull-double">“</span>always viewed as a bit of a black mark on Europe’s decarbonization ambitions,” says Trevor Sutton, who leads the program on trade and the clean-energy transition at Columbia University’s Center on Global Energy Policy. European regulators have billed <span class="caps">CBAM</span> as a ​<span class="pull-double">“</span>necessary component” to meeting the region’s climate goals – a way to curb industrial emissions without endangering its economy, he adds.</p>

<p dir="ltr">To start, the rules will apply only to importers that bring in more than <span class="numbers">50</span> metric tons of goods every year. According to the <span class="caps">EU</span>, this threshold excludes roughly <span class="numbers">90</span>% of importers, who are mainly small and medium-sized businesses, but still captures around <span class="numbers">99</span>% of emissions from CBAM-covered goods, since large manufacturers represent the bulk of industrial imports.</p>

<h5><strong>How it’s going</strong></h5>
<p dir="ltr"><span class="caps">CBAM</span> has dominated global discussions on climate policy and trade in recent years. But the regulation itself is surprisingly narrow in scope. Targeted products make up only <span class="numbers">3</span>% of <span class="caps">EU</span> imports from countries outside the bloc. And the carbon footprint of those goods collectively represents <a href="https://www.oecd.org/content/dam/oecd/en/publications/reports/2025/01/carbon-border-adjustments_b9049067/e8c3d060-en.pdf" target="_blank" rel="noopener noreferrer">about <span class="numbers">0</span>.<span class="numbers">31</span>%</a> of global greenhouse gas emissions in <span class="numbers">2022</span>, according to the Organisation for Economic Co-operation and Development.</p>

<p dir="ltr">Still, ​<span class="pull-double">“</span>it’s a topic that inspires intense emotions,” Sutton says.</p>

<p dir="ltr">Critics, including Europe’s trade partners in the Global South, have argued that the carbon tariff amounts to protectionism – an excuse to shut out foreign competition – and ​<span class="pull-double">“</span><a href="https://ecpr.eu/Events/Event/PaperDetails/72980" target="_blank" rel="noopener noreferrer">green imperialism</a>,” since Europe is unilaterally making decisions that affect producers abroad. Mozambique, for instance, <a href="https://blogs.worldbank.org/en/trade/how-developing-countries-can-measure-exposure-eus-carbon-border-adjustment-mechanism" target="_blank" rel="noopener noreferrer">sends <span class="numbers">97</span>% of its aluminum exports</a> to the <span class="caps">EU</span>, leaving it especially exposed.</p>

<p dir="ltr">Manufacturers within the <span class="caps">EU</span> have also pushed back against <span class="caps">CBAM</span> and the related decline in free carbon dioxide allowances, claiming that the measures put companies at a <a href="https://ec.europa.eu/info/law/better-regulation/have-your-say/initiatives/14748-Carbon-Border-Adjustment-Mechanism-CBAM-downstream-extension-anti-circumvention-and-rules-on-electricity-emissions/F3593412_en" target="_blank" rel="noopener noreferrer">competitive disadvantage</a> in global markets and will inflate costs for producers. Last week, the head of French aluminum producer Constellium <a href="https://www.reuters.com/sustainability/climate-energy/eu-risks-slow-demise-aluminium-industry-if-carbon-tax-not-scrapped-constellium-2025-12-05/" target="_blank" rel="noopener noreferrer">urged Europe’s regulators </a>to <span class="pull-double">“</span>eradicate” <span class="caps">CBAM</span> altogether. Importers and their suppliers have also expressed frustration at the onerous and confusing requirements involved with tracing and reporting emissions, Sutton says.</p>

<p dir="ltr">Even so, some of the <span class="caps">EU</span>’s key trading partners are responding to <span class="caps">CBAM</span>’s signals. Since the measure passed, countries like Brazil and Turkey have introduced domestic carbon-pricing policies. The United Kingdom is set to implement its own Carbon Border Adjustment Mechanism starting in <span class="numbers">2027</span>. China, for its part, has <a href="https://www.canarymedia.com/articles/green-steel/china-us-competition-dri-hydrogen">started shipping steel</a> made using hydrogen to Italy – a move experts say could set the stage for increasing Chinese green-steel exports.</p>

<p dir="ltr">Sutton says that <span class="caps">CBAM</span> ​<span class="pull-double">“</span>has helped drive a conversation and elevated the salience of carbon pricing” in other countries, while also setting ​<span class="pull-double">“</span>a foundation for decarbonization of European industry.”</p>

<p dir="ltr">The milestone, announced on Tuesday, will allow Houston-based <a href="https://www.xgsenergy.com/" target="_blank" rel="noopener noreferrer"><span class="caps">XGS</span></a> to begin financing and building its first next-generation geothermal energy project, according to the company. <span class="caps">XGS</span> is partnering with Meta and the utility <span class="caps">PNM</span> to <a href="https://www.governor.state.nm.us/2025/06/12/governor-announces-xgs-energy-meta-geothermal-partnership-nation-leading-150-mw-geothermal-project-on-its-way-to-new-mexico/" target="_blank" rel="noopener noreferrer">develop <span class="numbers">150</span> megawatts</a> of around-the-clock clean electricity in New Mexico that will supply the tech giant’s data centres.</p>

<p dir="ltr"><span class="dquo">“</span>We’re really off to the races now,” said Josh Prueher, the <span class="caps">CEO</span> of <span class="caps">XGS</span>. The start-up is slated to deploy the project’s first <span class="numbers">five</span> <span class="caps">megawatts</span> by around <span class="numbers">2027</span> and bring the remaining megawatts online by <span class="numbers">2029</span>, he added.</p>

<p dir="ltr"><span class="caps">XGS</span> is part of a <a href="https://www.canarymedia.com/articles/geothermal/was-2024-a-breakout-year-for-next-generation-geothermal-energy" target="_blank" rel="noopener">fast-growing industry</a> that’s working to harness the world’s abundant geothermal resources to meet soaring electricity demand. Dozens of U.S. companies are developing cutting-edge technologies that promise to access Earth’s heat in drier, deeper and hotter conditions than is technically or economically feasible for conventional geothermal plants. Another of these firms, <a href="https://www.sagegeosystems.com/" target="_blank" rel="noopener noreferrer">Sage Geosystems</a>, is <a href="https://www.canarymedia.com/articles/geothermal/sage-geosystems-and-meta-sign-150mw-geothermal-power-agreement" target="_blank" rel="noopener">also partnering with Meta</a> to build its own <span class="caps"><span class="numbers">150</span>-megawatt</span> geothermal facility somewhere east of the Rocky Mountains.</p>

<p dir="ltr">Today, geothermal energy represents about <span class="numbers">0</span>.<span class="numbers">4</span>% of total U.S. electricity generation, and most facilities are concentrated around geysers and hot springs in Northern California and Nevada.</p>

<p dir="ltr">The next-generation geothermal projects that are currently in development fall into one of <a href="https://www.wri.org/insights/next-generation-geothermal-energy-explained" target="_blank" rel="noopener noreferrer">three buckets</a>. Enhanced geothermal systems, like the ones that <a href="https://www.canarymedia.com/articles/geothermal/fervo-sage-partner-large-companies-tech" target="_blank" rel="noopener">Sage and Fervo Energy are building</a>, involve fracturing rocks and pumping them full of water to create artificial reservoirs far below the earth’s surface. Superhot geothermal, which scientists are <a href="https://www.canarymedia.com/articles/geothermal/magma-and-hot-rocks-iceland-seeks-the-future-of-geothermal-energy" target="_blank" rel="noopener">studying in Iceland</a>, aims to tap into extreme resources like magma chambers to extract gargantuan amounts of heat.</p>

<p dir="ltr"><span class="caps">XGS</span>’s approach falls into the third bucket: closed-loop systems, which entail placing pipes deep underground and sealing them off so that they operate like radiators. As water circulates within the system, it collects heat from the hot rocks below and brings it to the surface, where the heat produces steam that drives electric turbines.</p>
<h4 dir="ltr">A leap forward for closed-loop geothermal?</h4>
<p dir="ltr">What sets <span class="caps">XGS</span> apart from its closed-loop competitors, such as Canadian start-up <a href="https://eavor.com/" target="_blank" rel="noopener noreferrer">Eavor</a>, is the ​<span class="pull-double">“</span>thermally conductive” cement alternative that the company places between the hot rock and pipe system. <span class="caps">XGS</span> claims that its proprietary material, which includes a naturally occurring mineral, can increase the total amount of heat it pulls from the subsurface by <span class="numbers">30</span>% to <span class="numbers">50</span>%, allowing the company to use simpler and cheaper well designs to access hotter rocks with existing drilling technologies.</p>
<p>XGS completed its first pilot project in late 2024 with a 100-metre-deep well in central Texas. Earlier this year, the start-up began operating a full-scale prototype using an idled well at the Coso geothermal field in the Western Mojave Desert region of California. The well runs more than 1,000 metres deep – a standard depth for commercial geothermal wells – and reaches subsurface temperatures of around 200°C (392°F).</p>

<p>For 3,000 hours, or 125 days, XGS continuously ran its closed-loop system while adjusting key variables, such as the rate at which liquid flows and the amount of heat extracted at the surface. The idea was to simulate how the technology performs in different operating conditions, in order to prove it can withstand various types of stress while also demonstrating that the company can accurately predict the system’s performance.</p>
<p>The start-up claims the prototype’s actual performance fell within 2% of its predictions, results that XGS later verified with independent engineers, Prueher said. Being able to accurately predict how a project will perform – and for how long – is an essential step for the company to be able to raise the many millions of dollars in debt financing it needs to build its first geothermal power plants, he added.</p>
<p>“This unlocks a huge commercial pipeline that has been accumulating in parallel,” Prueher said of the test results. Along with the 150 megawatts it’s developing with Meta, the start-up has lined up more than three gigawatts of projects ​“mostly in the Western United States, where water sensitivity is a huge issue, and where there’s a strong demand signal from data centres and other types of clean energy consumers to build this as quickly as we can.”</p>
<p>XGS has raised US$55 million so far from private investors to develop its heat-harvesting technology. One of its biggest backers is VoLo Earth Ventures, which focuses on early-stage climate-tech companies.</p>
<p>Joe Goodman, a managing partner for VoLo, said his firm identified XGS ​“as one of the leading geothermal solutions” about a year and a half ago after reviewing its experimental lab data, and Goodman later joined XGS’s board of directors. By boosting the system’s overall energy output, XGS’s thermally conductive materials could be the key to making closed-loop geothermal more economically viable, he said, adding that the technology also sidesteps the concerns around water-supply constraints facing enhanced geothermal systems.</p>
<p>“We’re quite optimistic about what we’ve seen,” Goodman said.</p>

<p dir="ltr">A novel solar power project just went online in California’s Central Valley, with panels that span across canals in the vast agricultural region.</p>

<p dir="ltr">The <span class="numbers">1</span>.<span class="numbers">6</span>-megawatt installation, called <a href="https://www.tid.org/current-projects/project-nexus/" target="_blank" rel="noopener noreferrer">Project Nexus</a>, was fully completed late last month. The $<span class="numbers">20-</span>million state-funded pilot has turned stretches of the Turlock Irrigation District’s canals into hubs of clean electricity generation in a remote area where cotton, tomatoes, almonds and hundreds of other crops are grown.</p>

<p dir="ltr">Project Nexus is only the second canal-based solar array to operate in the United States – and one of just a handful <a href="https://spectrum.ieee.org/can-california-canals-deliver-water-electrons" target="_blank" rel="noopener noreferrer">in the world</a>. The United States’ first solar-canal project <a href="https://azmirror.com/briefs/gila-river-indian-community-turns-on-power-for-first-ever-solar-over-canal-project/" target="_blank" rel="noopener noreferrer">started producing power</a> in October <span class="numbers">2024</span> for the Pima and Maricopa tribes, known together as the Gila River Indian Community, on their reservation near Phoenix, Arizona. Two more canal-top arrays are already in the works there.</p>

<p dir="ltr">In California, the solar-canal system was built in two phases, with a six-metre-wide stretch completed in March and a roughly 34-metre-wide portion finished at the end of August. Researchers will study the project’s performance over time, while a <a href="https://today.usc.edu/solar-canals-a-bright-solution-for-californias-water-and-energy-needs/" target="_blank" rel="noopener noreferrer">new initiative</a> led by California universities and the company Solar Aquagrid will push to fast-track the deployment of solar canals across the state.</p>

<p dir="ltr">Proponents of this emerging approach say it can provide overlapping benefits.</p>

<p dir="ltr">Early research suggests that, along with producing power in land-constrained areas, putting solar arrays above water can help keep panels cool, in turn improving their efficiency and electricity output. Shade from the panels can also prevent water loss through evaporation in drought-prone regions and can limit algae growth in waterways.</p>

<p dir="ltr">Plus, solar canals could offer a faster path to clean energy development than utility-scale solar farms, especially in rural parts of the United States where big renewables projects increasingly face community opposition. Placing solar panels atop existing infrastructure doesn’t require altering the landscape, and the relatively small installations can be plugged into nearby distribution lines, avoiding the cumbersome process of connecting to the higher-voltage wires required for bigger undertakings.</p>

<p dir="ltr"><span class="dquo">“</span>Why disturb land that has sacred value when we could just put the solar panels over a canal and generate more efficient power?” says David DeJong, director of the Pima-Maricopa Irrigation Project, which is developing a water-delivery system for the Gila River Indian Community.</p>

<p dir="ltr">The purpose of these early arrays is primarily to power on-site canal equipment like pumps and gates. But such projects could eventually help clean up the larger grid, too. A coalition of U.S. environmental groups <a href="https://www.canarymedia.com/articles/solar/can-americas-canals-double-as-solar-farms">previously estimated</a> that putting panels over 1,300 kilometres of federally owned canals and aqueducts could generate more than <span class="numbers">25</span> gigawatts of renewable energy – enough to power nearly <span class="numbers">20</span> million homes – and reduce water evaporation by possibly tens of billions of gallons.</p>

<p dir="ltr">Still, the technology isn’t an obvious choice for many canal operators. Elevating solar panels over canals is more expensive and technically complex than installing conventional ground-mounted solar arrays on trackers, and it can involve using more concrete and steel. Wider canals may also require support structures for panels within the waterway, which can disrupt the flow of water.</p>

<p dir="ltr">Earlier this year, a senior engineer at Arizona’s Salt River Project <a href="https://www.srpnet.com/assets/srpnet/pdf/about/governance-leadership/district-meetings/20250422_Water_D_packet.pdf" target="_blank" rel="noopener noreferrer">recommended</a> that the power and water utility not pursue a solar-canal pilot ​<span class="pull-double">“</span>based on cost estimates and project concerns,” after comparing the unique design to both rooftop and utility-scale solar alternatives.</p>

<p dir="ltr">Solar-canal developers are hoping they can still gain a toehold in irrigation districts that are grappling with high electricity costs and have limited options for generating cheap power, says Ben Lepley, the founder of engineering firm Tectonicus, which designed the Gila River Indian Community’s <span class="numbers">1</span>.<span class="caps"><span class="numbers">3</span>-megawatt</span> system south of Phoenix.</p>

<p dir="ltr">The initial costs are ​<span class="pull-double">“</span>definitely higher . . . but it can actually be really fast as a project,” Lepley says. ​<span class="pull-double">“</span>By the next year, you can have really cheap electricity, and that gives [irrigation districts] stability over the <span class="numbers">30</span>-year life of the project.”</p>

<p dir="ltr">For its part, the Gila River Indian Community is building solar-canal projects as part of its broader mission to ​<span class="pull-double">“</span>generate enough renewable energy to completely offset the electrical use by the irrigation district,” DeJong says. He notes the district pays about US$<span class="numbers">3</span> million a year for the <span class="numbers">27</span> million kilowatt-hours of electricity it needs to pump, move and store water.</p>

<p dir="ltr">The community built its <a href="https://www.canarymedia.com/articles/solar/the-us-is-about-to-get-its-first-solar-covered-canal">first solar-canal project</a> over the Casa Blanca Canal with a nearly <a href="https://iratracker.org/actions/doi-announces-funding-for-solar-panel-installation-in-gila-river-indian-community/" target="_blank" rel="noopener noreferrer">US$<span class="numbers">5</span>.<span class="numbers">7</span> million grant</a> provided by the Inflation Reduction Act – part of a US$<span class="numbers">25</span> million provision that supplied funding for the U.S. Bureau of Reclamation to design, study and deploy projects that put panels over waterways. Irrigation districts in California, Oregon and Utah <a href="https://iratracker.org/actions/doi-announces-funding-for-solar-panel-installation-in-gila-river-indian-community/" target="_blank" rel="noopener noreferrer">received the remaining funds</a> to develop their own installations.</p>

<p dir="ltr">The Trump administration is unlikely to support future programs, given its focus on gutting clean energy incentives, but a handful of projects are already moving forward without such grants.</p>

<p dir="ltr">DeJong says that construction is <span class="numbers">90</span>% complete on the tribal community’s second solar-canal project, a nearly <span class="numbers">0</span>.<span class="caps"><span class="numbers">9</span>-megawatt</span> array built in partnership with the U.S. Army Corps of Engineers, which is slated to go online later this year. The community is self-funding a similar-sized project over the Santan Canal and is developing a <a href="https://insideclimatenews.org/news/01062025/gila-river-tribes-floating-solar-could-help-colorado-river/" target="_blank" rel="noopener noreferrer">floating solar array</a> on one of its reservoirs, with both systems set to be up and running by early <span class="numbers">2026</span>. All told, the installations will provide four megawatts in local clean energy generation, DeJong says.</p>

<p dir="ltr"><span class="dquo">“</span>We have become really familiar with the economics of building these [canal] projects,” says Lepley, whose firm also worked on the Gila River Indian Community’s second and third solar-canal systems. ​<span class="pull-double">“</span>We have a pretty good playbook of how to continue these projects going forward, even without any grant funding from the federal government.”</p>

<p dir="ltr">Commonwealth Fusion Systems just <a href="https://www.canarymedia.com/articles/nuclear/commonwealth-fusion-systems-series-b2-funding" target="_blank" rel="noopener">raised $<span class="numbers">863</span> million</a> in additional funding as the company works to achieve the decades-old dream of commercializing nuclear fusion.</p>

<p dir="ltr">On Thursday, <span class="caps">CFS</span> said that, with its <a href="https://cfs.energy/news-and-media/commonwealth-fusion-systems-raises-863-million-series-b2-round-to-accelerate-the-commercialization-of-fusion-energy" target="_blank" rel="noopener noreferrer">Series <span class="caps">B<span class="numbers">2</span></span> funding round</a>, the start-up has raised about $<span class="numbers">3</span> billion in capital since it was spun out of the Massachusetts Institute of Technology in <span class="numbers">2018</span>. That’s just under one-third of the <a href="https://www.fusionindustryassociation.org/over-2-5-billion-invested-in-fusion-industry-in-past-year/#:~:text=Over%20$2.5%20Billion%20Invested%20in%20Fusion%20Industry,2022%20and%20a178%25%20rise%20from%20last%20year." target="_blank" rel="noopener noreferrer">$<span class="numbers">9</span>.<span class="numbers">8</span> billion</a> in total funding for fusion companies globally.</p>

<p dir="ltr">Seemingly every type of investor showed up for <span class="caps">CFS</span>’s latest funding round as the world’s interest in the long-promised, highly speculative technology continues to soar. More than three dozen names appear in the start-up’s new announcement, including those of venture capitalists, sovereign wealth funds, private equity firms, individual investors, industrial firms, hedge funds, pension funds and private banks.</p>

<p dir="ltr"><span class="caps">CFS</span> has ambitious plans to begin supplying one of its big-name investors – Google – with power in the next few years from a plant in Virginia.</p>

<p dir="ltr"><span class="dquo">“</span>This funding recognizes <span class="caps">CFS</span>’ leadership role in developing a new technology that promises to be a reliable source of clean, almost limitless energy,” Bob Mumgaard, <span class="caps">CEO</span> and cofounder of <span class="caps">CFS</span>, said in an August <span class="numbers">28</span> press release. He said the company ​<span class="pull-double">“</span>will enable investors to have the opportunity to capitalize on the birth of a new global industry.”</p>

<p dir="ltr">To oversimplify, nuclear fusion – the source of the sun’s energy – involves converting hydrogen into plasma, which is then compressed and confined in a process that releases massive amounts of energy. Proponents say that fusion power plants could offer the best of nuclear energy – carbon-free electricity supplied around the clock – without the drawbacks of today’s nuclear fission plants, including the risk of catastrophic meltdowns and ever-growing stockpiles of radioactive waste.</p>
<h4 dir="ltr">Funding for fusion energy rising sharply</h4>

<p dir="ltr">Despite decades of research and billions of dollars in funding, fusion energy remains on the extremely early end of the technology-development curve. Yet a handful of recent engineering breakthroughs are giving fusion scientists and their deep-pocketed investors fresh hope that commercial fusion power could finally come to fruition.</p>

<p dir="ltr">Other start-ups such as Avalanche Energy, General Fusion, Helion Energy, <span class="caps">TAE</span> Technologies, Xcimer Energy and Zap Energy have also <a href="https://www.canarymedia.com/articles/nuclear/nuclear-fusion-the-ultimate-deep-tech-now-attracts-billions-in-private-funding" target="_blank" rel="noopener">raised jaw-dropping funding rounds</a> in recent years from billionaires and investment funds. The Fusion Industry Association lists more than <span class="numbers">50</span> companies working in the field, which together raised $<span class="numbers">2</span>.<span class="numbers">64</span> billion in private and public funding in the past year – nearly three times more than in the previous year.</p>

<p dir="ltr">This growing fleet of fusion start-ups is pursuing a variety of technologies, such as systems <a href="https://www.canarymedia.com/articles/nuclear/nuclear-fusion-startup-xcimer-raises-100m-to-chase-laser-based-power" target="_blank" rel="noopener">using mighty laser beams</a> or extremely high voltages. <span class="caps">CFS</span> is taking a magnetic approach.</p>

<p dir="ltr">At its site in Devens, Massachusetts, <span class="caps">CFS</span> is <a href="https://www.technologyreview.com/2024/10/31/1106384/inside-a-fusion-energy-facility/" target="_blank" rel="noopener noreferrer">building a donut-shaped device</a> called a tokamak that uses high-temperature superconducting magnets to contain and stabilize plasma during the nuclear reaction. The start-up said it aims to have its <span class="caps">SPARC</span>reactor running by <span class="numbers">2026</span> and to achieve another crucial milestone the following year: producing more energy in its reactor than is needed to power the machine.</p>

<p dir="ltr"><span class="caps">CFS</span> is also advancing its plans to build the world’s first grid-scale fusion power plant in Chesterfield County, Virginia, with the goal of putting power on the grid in the early <span class="numbers">2030</span>s. In June, Google <a href="https://cfs.energy/news-and-media/google-and-commonwealth-fusion-systems-sign-strategic-partnership" target="_blank" rel="noopener noreferrer">agreed to buy</a> half of the carbon-free electricity produced at the facility, which will go on a site owned by the utility Dominion Energy. Last week, Chesterfield County’s planning commission <a href="https://virginiabusiness.com/chesterfield-planners-approve-2-5b-nuclear-fusion-plant/" target="_blank" rel="noopener noreferrer">unanimously approved</a> a conditional use permit for the <span class="numbers">400</span>-megawatt plant.</p>

<p dir="ltr"><span class="dquo">“</span>We’re excited to make this longer-term bet on a technology with transformative potential to meet the world’s future energy demand, and support <span class="caps">CFS</span> in their efforts to reach the scientific and engineering milestones needed to get there,” Michael Terrell, head of advanced energy at Google, said in a June <span class="numbers">30</span> press release.</p>
