										<content:encoded><![CDATA[<p>It’s a noisy place, Westminster. Debates in the House of Commons are punctuated by lots of booing and cheering, and the Speaker sometimes sounds like an irritated teacher trying to bring some order to a class of unruly teenagers. Knowing this reality, it’s hard to imagine a group of MPs, from different parties, sitting together in silence and meditating.</p>
<p>But mindfulness, the meditative technique embraced by celebrities (Oprah, Goldie Hawn) and corporations (Google, Target, Goldman Sachs), is now being enthusiastically embraced in the Mother of Parliaments. And before long – at least if Chris Ruane has his way – by legislatures around the world.</p>
<p>Duane, who until the Conservative triumph this past May was the Labour MP representing the Welsh constituency Vale of Clwyd, has been touting the benefits of mindfulness since he first discovered the technique almost 30 years ago as a primary school teacher. Nervous when government inspectors came to visit, he took part in meditation sessions designed by the school nurse to help teachers deal with the stress. Ruane found them so helpful that he introduced various meditation and visualization techniques to his students, to help them wind down and focus.</p>
<p>Buddhist meditation practices were new to him. “I Googled mindfulness, listened to some things off the Internet, and started practicing,” he says. It had such a profound impact on Ruane that when his career led him into politics, he was determined to expand mindfulness practice into policymaking.</p>
<p><a href="https://corporateknights.com/wp-content/uploads/2015/09/ukmindfulnessquote1.jpg"><img fetchpriority="high" decoding="async" class="alignleft size-full wp-image-11028" src="https://corporateknights.com/wp-content/uploads/2015/09/ukmindfulnessquote1.jpg" alt="ukmindfulnessquote1" width="300" height="241" /></a>Since then, by his own account, he has tabled hundreds of questions in U.K. Parliament about the benefits of mindfulness for every aspect of mental and physical health. He’s pitched the technique in Westminster tearooms to any MP who’d listen. And, with Conservative MP Tracey Crouch, who has publicly spoken about how mindfulness helped her wean off anti-depressants, he set up the All-Party Parliamentary Group on Mindfulness to serve as a kind of think-tank and propaganda machine for the use of mindfulness as a way to address a host of mental and physical health issues.</p>
<p>The group’s first report is targeted for release in October. Ruane says it will include multiple studies and personal stories that demonstrate the technique’s benefit in multiple settings – from schools to prisons to the National Health Service. But because he and Crouch recognized from their own mindfulness practices that experience is more persuasive than any number of statistics and studies, they also decided to offer mindfulness training sessions for MPs and their staff.</p>
<p>Ed Halliwell, who was at the time the co-director of the <a href="https://www.themindfulnessinitiative.org.uk/" target="_blank" rel="noopener noreferrer">Mindfulness Initiative</a>, an advocacy group backed by mindfulness centres at the universities of Oxford, Exeter and Bangor, and at the Sussex NHS Partnership, worked with the pair when they began. Halliwell says it’s about more than just persuasion – it requires serious commitment. “The politicians’ capacity to come from a place of practice is, I think, crucial,” he says. “One of the risks of marketing mindfulness as a political strategy is that it could be turned into yet another poorly-applied quick fix, and throwing a watered-down, mindfulness training-lite at deeply embedded systemic problems is unlikely to have much impact.”</p>
<p>When it came to actually setting up the courses, well, if you want to rope in experts, it’s handy to be an MP. Ruane turned to Baron Layard of Highgate, a Labour peer who’s also an adviser to the <a href="https://www.oxfordmindfulness.org/" target="_blank" rel="noopener noreferrer">Oxford Mindfulness Centre</a>. With Layard’s assistance, Ruane landed Mark Williams, the Oxford psychology professor who helped get mindfulness accepted by the National Health Service – and, says Ruane, probably the best mindfulness teacher in the country. He convinced Williams to lead the first course.</p>
<p>So far, 115 MPs have taken that course. Parliamentary staffers are also eager participants. When they were recently invited to fill vacancies, 22 applied in the first two minutes. And interest continues to build. MPs started signing up for the next course, which starts in October, back in August.</p>

<h3>A fit for government?</h3>
<p>But for all the enthusiasm in U.K. Parliament, the notion of governments (and for that matter, corporations) promoting what is, at least in its origins, a Buddhist form of prayer, makes a lot of people twitchy. In fact, its growing trendiness makes even some of its proponents uneasy. In a 2013 blog post title “Not a Productivity Tool,” Kenneth Folk, a prominent San Francisco mindfulness teacher, took a cynical view of the technique’s popularity.</p>
<p>With mindfulness posed to become the Next Big Thing, he wrote, the likely trajectory is that it will be co-opted by corporate interests, “embraced as a fad by the public at large, discredited through its association with corporate power, and then rejected as cynically manipulative bullshit, all within 10 or 20 years.”</p>
<p>Mindfulness popularizers tend to tiptoe lightly around the technique’s religious roots, presenting it as an entirely secular and practical exercise that will improve a practitioner’s wellbeing and effectiveness. But when governments, which are by nature no more benign than corporations, start pushing mindfulness as a way of becoming more effective, the question does spring to mind: Effective at what, precisely?</p>
<p>In <a href="https://www.spectator.co.uk/features/9355692/whats-wrong-with-mindfulness-more-than-you-might-think/" target="_blank" rel="noopener noreferrer">an article</a> late last year that appeared in The Spectator, a British conservative magazine, UK journalist Melanie McDonagh challenged the technique’s emphasis on non-judgmentalism. “There are some things about ourselves and our situation,” she wrote, “which we jolly well shouldn’t be non-judgmental about, which we should be trying to change.” Some MPs jokingly refer to the mindfulness group in the House of Commons as a cult.</p>
<p>The Mindfulness Initiative, run by Jamie Bristow, still works closely with the parliamentary group. Bristow argues that by teaching practitioners to be less judgmental, mindfulness teaches them to be kinder. When they accept what’s going on inside and outside of them, he says, “they’re not going on to the fight or flight response. With mindfulness, you have an increased amount of space between awareness of a thought and action.” One researcher, he says, found people who had been trained in mindfulness were roughly three times as likely to help a stranger in need than those who hadn’t.</p>

<p>That ability not to act on emotions immediately can be especially helpful in politics, he says, because of the different understandings of human nature that almost universally underlie left- and right-wing political perspectives. Grossly simplified, leftwing thinkers see human beings as a blank slate twisted by society while rightwing thinkers emphasize personal responsibility. “On both sides, those theories have big flaws,” he explains. “When you start to chip away at them you come to something closer to truth.” Anything that helps politicians move in that direction, he argues – whether it’s mindfulness or some other form of reflection – can only help the political process.</p>
<p>Bristow says MPs who have participated in mindfulness training tell him that their interactions with other politicians have changed. “This is a combative and aggressive culture, and that would be the natural way of interacting,” he adds. “But MPs who have attended the mindfulness classes have been accessing a different tone and wave length. When they meet each other outside of class, they engage in that new tone, and that has a contagion effect.”</p>
<p>And Tracey Crouch has pointed out another benefit that might attract politicians. The mindfulness sessions have helped her give much better speeches.</p>
<p>Ruane has no doubts at all about the benefits of a deep governmental involvement in mindfulness. He points out that it’s already happening, on an executive level, in many different countries. The UK’s National Institute for Health and Care Excellence, for instance, has approved mindfulness-based cognitive therapy for depression (though it warns against routinely recommending it as treatment for social anxiety).</p>
<p>Its use is growing particularly fast in military and military-like settings. The Canadian Mounties offer mindfulness training, as do many prison systems and the U.S. Marine Corps. Its enthusiastic adoption by the military troubles some teachers, who are deeply embedded in the Buddhist pacifist tradition, Bristow says. “But if a young man of 18 is 4,000 miles from home, deeply homesick, highly stressed and confused and has a gun – would you teach him mindfulness?” Any training that allows him to make better decisions under pressure can only be a good thing, he argues.</p>
<p>Ruane hasn’t a doubt. “If you practice mindfulness over a long period and adopt a mindful attitude towards life, your decision-making will be more grounded and your discernment will grow,” he explains. “If you’re not worried about the past or present, you’re more likely to focus on the person in front of you.”</p>
<p>He has experienced that himself, in the so-called advice surgeries that MPs hold in their home constituencies. “I would do them in three different geographical locations, each lasting five hours, seeing 15 to 20 people, some of them dealing with tremendous problems, and I believe I was more attentive.” And if people in power learn to be truly attentive to the people they represent, he says, “ultimately we will have a better society.”</p>
<p>That’s why, now that Parliament is no longer claiming his time, Ruane is on a campaign to get mindfulness on the agenda in other national legislatures. He has already met with legislators from Germany and from the Netherlands, and is soon going to Australia to meet with legislators there.</p>
<p>He points gleefully to U.S. Congressman Chris Ryan (dubbed <a href="https://www.theatlantic.com/magazine/archive/2014/09/congressman-moonbeam/375065/" target="_blank" rel="noopener noreferrer">Congressman Moonbeam</a> by The Atlantic magazine), who has set up weekly meditation sessions for congressional staffers that usually draw 20 to 40 participants, as well as separate sessions open only to members of Congress.</p>
<p>Earlier this year, Ryan conceded to <a href="https://nymag.com/daily/intelligencer/2015/01/can-this-congressman-make-america-more-zen.html" target="_blank" rel="noopener noreferrer">New York Magazine</a> that the Congressional-member only sessions are not as popular – yet. “It’s usually me and [fellow House Democrat] Tony Cardenas from California,” he admitted. “But I’ve had a number of members say, &#8216;I want to come&#8217;.”</p>

										<content:encoded><![CDATA[<p class="first" style="color: #444444;">It’s an obvious risk to the planet. But as companies around the world, and their accountants, are slowly coming to realize, the loss of natural capital is also a risk to the bottom line. And nothing spurs a company into action more quickly than a threat to its profits.</p>
<p style="color: #444444;">Take the saga of global food giant Nestle. Three years ago, Greenpeace launched a major campaign against the company – taking to the streets, and to Facebook and YouTube, to accuse it of chopping down forests in pursuit of cheap palm oil.</p>
<p style="color: #444444;">The company initially went on the attack, blaming its suppliers and what it called a political decision to use palm oil as biofuel. But less than two months after the campaign began, Nestle capitulated – promising to demand that its suppliers move towards using palm oil that is 100 per cent certified as sustainably produced, a goal it expects to achieve this year, and to report on its progress.</p>
<p style="color: #444444;">Strictly speaking, the Nestle campaign had nothing to do with accounting. But it was all about the company’s financial well-being. The certified palm oil the company is now buying is a bit more expensive. But for a consumer company like Nestle, the potential costs of sustained consumer outrage far outweigh the savings from buying the cheaper, uncertified ingredient.</p>
<p style="color: #444444;">Over the past few decades, environmental NGOs like Greenpeace, the Carbon Disclosure Project (CDP) and many others have developed sophisticated techniques for hitting companies where it hurts – in their sales, or their stock price, or both. As a result, the accounting industry and companies themselves are beginning to look seriously at how to track and account for the natural capital on which their businesses depend. The movement is in its early stages; though there is a lot of action, there’s even more bewilderment and absolutely no consensus.</p>
<p style="color: #444444;">But there’s been a big shift, says Stephanie Hime, lead specialist in natural capital at KPMG. “I’ve been in this field a long time,” she says. “And when I used to say what I did, people would go ‘well, OK,’ and that was the end of the conversation. Now they actively try to find me to talk about it.”</p>
<p style="color: #444444;">The shift can also be seen in a slew of reports, guidelines and voluntary standards for natural capital reporting and accounting from such varied organizations as the World Business Council for Sustainable Development, the CDP’s Water Disclosure Project and the International Finance Corporation. A few governments have even gotten into the act: Denmark requires large companies to report on their responsibility to society, and France requires listed companies to report on a long list of environmental impacts.</p>
<p style="color: #444444;">But so far, there’s absolutely no agreement on even the broadest outline of what natural capital accounting might look like in practice. And while some companies are doing a stellar job of tracking the issue, most are lagging. A recent study by the Association of Chartered Certified Accountants (ACCA), Fauna &amp; Flora International and KPMG (of which Hime was an author) found that, although 50 per cent of company earnings (roughly 11 per cent of global GDP) could be at risk from environmental externalities, less than half the association’s members were reporting on the issue.</p>
<p style="color: #444444;">One of the big obstacles is the short-term nature of corporate accounting. Natural capital risks are long term, Hime points out, whereas most companies look out no farther than the next five to 10 years. In addition, while carbon is carbon wherever it is, environments are as different as the companies that use them, making it hard to come up with standardized requirements. Then there’s the whole question of materiality. Companies are required to report on risks only if investors need the information to make informed decisions about the company. But materiality has traditionally been gauged exclusively in financial terms.</p>
<p style="color: #444444;">That can make it hard to bring natural capital into the mix, says Rachel Jackson, head of sustainability at ACCA and another report author, because natural capital issues that are environmentally significant may not be financially significant. An obvious and oft-suggested solution is to put a financial value on the natural capital a company uses, either voluntarily, as Puma has done (see page 46), or through taxation or regulation. If, for instance, developers had to include natural capital in the cost of a project, says John Talberth, a senior economist at the World Resources Institute, “you would see a lot more compact cities.”</p>
<p style="color: #444444;">But putting a price on natural capital is not only tricky; it could backfire. The whole point of putting a value on natural capital is to persuade companies to use it carefully. “But what happens,” Jackson asks, “if you come up with a value that a lot of big companies consider to be quite cheap?” Look at carbon: Most experts say it will take a price of at least €20 a tonne to force real changes, but in May it was trading in the European Union at less than €3 a tonne.</p>
<p style="color: #444444;">It’s complications like this that lead many activists to try to force natural capital into companies’ financial considerations not through accounting, but, as Greenpeace did with Nestle, through pressure from consumers and investors. “We think reporting comes before accounting,” says Nigel Topping, chief innovation officer at CDP. And reporting is growing; in 2011, for the first time, more than half the companies in the S&amp;P 500 issued sustainability reports.</p>
<p style="color: #444444;">As disclosure increases, Topping argues, investors will use that information to assess companies’ assets, liabilities and risk. Their conclusions will quickly – and possibly painfully – show up in companies’ stock prices. But to be really effective, that disclosure needs to include risks that not even all environmentalists have thought about. One biggie that the London-based Carbon Tracker Initiative is looking at: If and when governments really crack down on carbon, the oil and coal companies will be stuck with a whole lot of underground assets that they can no longer sell, driving their valuations into the basement.</p>
<p class="last-paragraph" style="color: #444444;">“Other mechanisms will kick in long before accounting,” Topping predicts. “The market will take care of that, but the market needs to know who is exposed to risk and how they’re managing it.”</p>
